Add <base href> support with resolve_base_url() wired before all resource loading, document.baseURI JS API (falling back to "about:blank" per spec), image format verification golden tests (PNG/JPEG/GIF/WebP/SVG for both <img> and CSS background-image), and aspect ratio preservation tests. Code review fixes: baseURI spec compliance, restyle path no longer overwrites <base href> URL, added CSS background-image format tests and base URL integration tests.
